Piccolo is complete fodder to Kaioshin, who is fodder to Pui-Pui, who is fodder to all the Base Saiya-jins.

So lets say the majin charm boost his PL to around the super saiyan 2 range where he's around Vegeta Goku and Gohan. (Remember no one knows about ss3 yet and Goku wasn't in no hurry to use it either.) So what would of happened if Piccolo and Dabura teamed up to destroy them and help resurrect Majun Buu? I think that happening would change the story alot. What do you think?

Unlike Vegeta, the evil in his heart is, damn near if not completely, gone, so he probably would have fought a lot harder to resist Babidi's magic. If there was enough evil in his heart to even be a target or if he would have been strong enough to resist is another question. And isn't he stone at that point???

So, it's likely that Piccolo would have been strong enough to fight with Goku, since the story was considered. As of now, it's up in the air as to how strong Piccolo could have gotten if Babidi yanked his unused power out.

There's no reason Toriyama would give Piccolo the Madoshi power-up. Excluding the fact that he'd be Babidi's weakest henchman and it wouldn't matter, this is far too late in the game to suddenly make Piccolo evil again.
